If the security and/or intelligence services are engaged with HTB it seems far more likely to be domestic in its focus. I suspect a balance of keeping HTB viable to act as the conveyer belt the 'other way' from terrorism and to make it easier to track the ones that fall through the cracks. It is highly unlikely that the cameron/Brown exchange during PMQs was staged. Brown lost considerable capital and was made to look inexperienced. It is inconceivable Brown would be willing to concede so much political capital for the sake of some policy - especially given that Labour and the Tories have only a few %age points between them.<BR/><BR/>On your general theme that the British government has succeeded in making HT make ideological compromises, I think this is flawed. If you scratch away from the PR and window dressing, in fact, there is no change from HT's message.
